We already have all badge descriptions in a single display. It's confusing that they are repeated on each services, it makes it hard to understand if the text is individual per service or universal.

If we use links instead, it will be more obvious.

I'm thinking that this is not a blocker for launching the new site.

It would be nice with a more condensed view where descriptions can be collapsed and uncollapsed. But we need some more design for that to happen.

It's pretty okay for the user to be able to refer to the descriptions directly. I think it'd be "arrogant" of the site to assume that people can remember the badge descriptions by heart.
