Inventoried current error strings, and removed/commented out several: - BAD_COMMENT_CHARS - BAD_XML_COMMENT - DTYPE_NOT_UPPER_CASE - ENCODING_IO_CONFLICT - INCONSISTENT_NAMESPACE - INCONSISTENT_VERSION - INDICATE_CHANGES_IN_LANGUAGE - UNESCAPED_ELEMENT - XML_ATTRIBUTE_VALUE Re-sorted new tidy options. All tests passing. Bump version to reflect strings that are externally accessible to API.
