- Added doxygen documentation to `tags.h`
- Consistency to `tags.c` header.
- Moved TY_(DeclareUserTag) to tags.c/.h for consistency with the other list
parsing declaratory functions.
- Merged user tags parsing into the general list, eliminating a lot of redundant
code.
