- Updated links with working https versions from http.
- Removed rotten links.
- Updated links that have since resolved to new addresses.
- Generated all new po's and pot from existing headers.
- Updated the regression tests to account for the new https:// URLS, and the
changed reference to specification.

Add support for the required Info.plist to the Tidy console application, thus enabling
...
notarization support that's now required on macOS.
Unlike the similar pull request on the master branch, this one ensures that the proper
version is always used, via the same mechanism that CMakeLists uses to set the version.

Add setting the CMAKE_BUILD_TYPE to build-me.sh.
...
The default MUST set -DCMAKE_BUILD_TYPE=Release - without this addition
the -DNDEBUG compiler flag is NOT set, leaving 'asserts' in the code.
Asserts are good and necessary for a Debug version, for testing, but
with their brutal abort on error should NOT really be in Release code
IMHO.
And after all this is ONLY in a 'sample' build-me.sh script. Users
are free to use whatever options they desire in their own build of
tidy, and frequently do.
