Add sqlite support for diesel applications ( fixes #28 )

This appears to work fine from inside an Alpine container, but it hasn't
been extensively tested yet.

Fix build-release example to work on current TravisCI

The Travis UUID has been changed from 1000 to 2000, so now making images
is considerably more annoying than before.

Fixes #27 , or at least works around it.
This deals with the issues mentioned in
https://github.com/sgrif/pq-sys/pull/18 , and it relies heavily on ideas
from @golddranks and @clux.
